Much like the mutants in x-men, sorcerors are born with an abnormal paranormal ability that basically makes them sense and use the weave. The more aware(wis) of this the sorceror is and the more focused(con) they are, and the more confidence(cha) they have in this ability, the higher the spell levels they can dish out.

It's something in your blood.

At first it may manifest at early puberty or even early childhood as a burst of emotion or in their sleep, various sudden and unexpected ways, unless of course the family warned them of this.
After a certain age sorcery is impossible to handle. This is usually early adulthood. This is when a sorceror will 'surge' which means the peak of their power and that they no longer can contain it. It will exit their body in a powerful eruption, killing them and everybody nearby. Sorcerors who survive this may suffer Burnout which means they lose their arcane blood, perhaps suffering anything from trauma to paralysis to loss of limbs, or may unlock their greater bloodline which is either divine, fiendish, or draconic. This is done with dm supervision.


Now, every government wants secret weapons right? So they look to capture and enslave every sorcerous kid they can find. For this reason families keep such things a secret and most people would, as anybody might be ignorant enough to try and lynch a witch.
