A lawful city, Solinar gives home to five major legal organizations.

The Council: The council is elected for every five years by the citizens of Solinar. Usually rich merchants, influential nobles, one delegated priest of the Chrurch and one high ranking officer of the regional sentry form Solinar's council. Council meetings are applied monthly, in Solinar's Castle. (Organization alignment: Lawful Neutral)

The Government: The government consists of the city's very leadership, people involved with foreign affairs, trades, law enforcement and the likes. The government commands the City Guard and the Regional Sentry. The government delegates three members to the council, one involved with foreign affairs, one involved with the state's affairs and one involved with warfare. The government resides in Solinar City's castle. (Organization alignment: Lawful Evil)

The Church: The church of Domorus delegates one priest to the council. Only one because the government doesn't want them to know about all the dirty stuff going on.
The church is in command of the clergy and the battlepriest. The pope is elected from among the high clerics, for life. The Chruch and its officers reside in the temple district. (Organization alignment: Lawful Good)

Solinar's Army: The army consists of battle priests, battlefield operatives and the regional sentry. They work like any human army based on rank and their academy is a well known institute where most fathers send their sons. Most of their officers reside in the regional sentry fort in Solinar City's noble district. (Organization Alignment: Lawful Neutral)

The White order of Conjurors: Solinar's very own mage guild resides in the market square's tallest building, the magocracy tower. They're almost all conjurors of the best intentions to educate and aid the city's population. They rarely delegate a single member to the council, only if there's something of utmost importance to be discussed.(Organization alignment: Lawful Good)

Other institutes and organizations:

Navy: Solinar has a formidable navy that consists of an ever growing number of smaller battleships and currently ten fregates. The only problem is the lack of order in the ranks of sailors and often the lack of communication between the navy itself and the city. (Organization alignment: True Neutral)

Merchants: Solinar's trades are famous allover the realm and outside it. As a major port city with its own navy and powerful army, merchants enjoy staying near and doing their bidding. Corruption and bribery are no unknown expressions even in a lawful city.. or especially here.

School: Solinar's school is awfully expensive and only somewhat wealthy children go there, or those that can find the money.

Law Enforcement

During the first era of Solinar - right after the settlers founded Solinar Village on the outer rim of the Great Forest , by the shore - laws were simple and beneficial for all.
1 Do not steal goods and women
2 Do not speak injustice
3 Keep yourself and your neighbors safe from beasts and fire
4 Share your goods with others
5 Do not murder
6 Do not wander deep into the forest
7 Do not seek conflict

During the second era these laws improved with standards of urban life.
8 Do not carry weapons around in your hand while in the city
9 Do not allow children to drink alcohol, smoke pipeweed or wield weapons
10 Do not sell and buy slaves within the city

In the current, third era, these laws still stand with a bit less barbaric influence on them and the city law consists of standard urban paragraphs on crimes.

1 Crime against nation: treason, spying, damaging public property, crimes against guardsmen etc
2 Crime against person: murder, serious injury, theft, robbery, damaging personal property etc
3 Other crimes: bolstering of criminals, meddling with magic, meddling with undead, etc
