I am in favor of this, myself. Perhaps even elated.
To my experience, the fun of playing on NWN has always started to diminish once you reach level 30 and higher. When you are level 40, or even close, you start to gain a feeling of being untouchable, which takes the fun out of it for me. And beyond that, trying to create an epic challenge FOR epic characters is often tricky, and is at best, hit or miss with it being either too easy, or being overkill. I also think that the 1-20 level range puts a bigger emphasis on having to go out in a party, because when you meet that level 27 badass villain, you'll never have enough levels or power by yourself to defeat them.
Just think about it for a minute, when you are level 20, you are so powerful compared to a commoner that its ridiculous. And if it was up to me, I'd say that leveling should slow the heck down once you reach level 10. Because thats the level of experience and expertise that you should be doing something with it, and making something out of it in my opinion. Now, I realize that I'm speaking from a biased point of view here because of running my own setting, once upon a time, where level 9-10 was the typical level of a trained soldier, and 14-15 was an elite one that could survive hell.
Then you have the issue of gear, granted, some classes are so gear dependent, that they go through hell without some of it, especially in the epic levels while others are not so much affected, that they can breeze through with little issues, epic levels seeks to only complicate that challenge of balancing gear out.
Furthermore, this will create far less of a gap of challenge for DM events and such. As it is right now, if you're level 15 and in an event with level 30s and 40s, you can't do squat, because the DMs tend to balances the challenge for those high up epics. That is a huge gap that I notice seems to discourage people, infact, I have heard of people qutting over such.
If you have less of a gap spectrum, to worry about, as is the case with being only level 1 to 20, more people that can actually DO something and contribute, are more able to do so, and therfore, more fun for everyone.
